Description: Government Boundaries dataset include Houston City Limit boundary,City Council Districts, MUDs, Super Neighborhoods, Tax Incentive Reinvestment Zones (TIRZ), School Distircts, Lambert Grid, and zipcode.
Description: 2018-2019 Statewide School Districts for Texas. This information was collected from all 253 central appraisal districts and from the Texas Education Agency. GIS staff of the Texas Legislative Council created the school district boundaries using the 2010 TIGER/Line Shapefile as base geography and made further corrections to match the school district boundary updates and name changes for the 2018-2019 School Year. These changes include lines that are not census geography. Changes to school district boundaries may include one or all of the following types: school district annexations or de-annexations; school district consolidations, deletions or additions; boundary corrections to the Texas Legislative Council database; boundary adjustments due to more spatially accurate data involving land parcels and survey data received from a county central appraisal district. Note: The 2018-2019 School Year school districts in the council's geographic file are not the same as the districts in the Census Bureau's 2010 TIGER/Line Shapefile. The population data for the council's 2018-2019 school districts does not correspond with the population data reported for the school districts reported by the Census Bureau.

Description: Official DatasetThis data set represents the extent, approximate location and type of wetlands and deepwater habitats in the conterminous United States. These data delineate the areal extent of wetlands and surface waters as defined by Cowardin et al. (1979). Certain wetland habitats are excluded from the National mapping program because of the limitations of aerial imagery as the primary data source used to detect wetlands. These habitats include seagrasses or submerged aquatic vegetation that are found in the intertidal and subtidal zones of estuaries and near shore coastal waters. Some deepwater reef communities (coral or tuberficid worm reefs) have also been excluded from the inventory. These habitats, because of their depth, go undetected by aerial imagery. By policy, the Service also excludes certain types of "farmed wetlands" as may be defined by the Food Security Act or that do not coincide with the Cowardin et al. definition. Contact the Service's Regional Wetland Coordinator for additional information on what types of farmed wetlands are included on wetland maps.
Description: Official DatasetThe Potential Wetlands feature class is digitized from an aerial photo interpretation and NWI overlay review and then attributed according to the Potential Wetlands schema and domains. This dataset was developed for HCFCD as part of an environmental inventory for Harris County.

Description: Brownfields are properties that may have hazardous substances, pollutants or contaminants present. EPA’s Brownfields Program provides grants and technical assistance to communities, states, cities, local governments, nonprofit organizations, regional councils of government, tribes and others to assess, safely clean up and sustainably reuse these contaminated properties. Cleaning up and reinvesting in brownfields protects human health and the environment, reduces blight, and takes development pressures off greenspaces and working lands. The TCEQ offers technical advice and education, through its relationship with the EPA, for some brownfields redevelopment projects where local government is supporting or playing a key role. The TCEQ will assess eligible sites and accept applications as long as resources are available. The Brownfields Site Assessments Program web URL is: (https://www.tceq.texas.gov/remediation/bsa).

Description: The PST State Lead Program is authorized by law to remediate situations where a release from a PST system has occurred. Release incident cases generally involve responsible parties (RPs) who are either unwilling or financially unable to conduct the necessary corrective actions at LPST sites. The state authority for the PST program can be located in the Texas Water Code, Chapter 26, Subchapter I, originally enacted by Senate Bill 779, 70th Legislature, 1987, and amended in subsequent legislative sessions. In 1987, the 70th Texas Legislature passed Senate Bill 779 which authorized the Texas Water Commission (historic state agency) to develop and administer a comprehensive statewide underground storage tank (UST) program. The program is now administered by the TCEQ and addresses the requirements applicable to all UST owners/operators concerning leak detection, record keeping, reporting, corrective action, closure, and financial responsibility. In 1989, the 71st Texas Legislature established House Bill 1588 in response to the growing concerns for public health, environmental, and financial impacts resulting from LPSTs. House Bill 1588 created the Petroleum Storage Tank Remediation (PSTR) Fund. Currently, the PSTR Fund is the primary source of funding for PST State Lead remediation activities. The Leaking Petroleum Storage Tank Cleanups web URL is: (https://www.tceq.texas.gov/remediation/pst_rp/pst.html).

Description: This layer contains all permitted or registered landfills and associated Municipal Solid Waste (MSW) facilities for the State of Texas as of the publication date shown below. The dataset contains both closed and open landfills. The associated facilities represent various categories including transfer stations, waste processing facilities, and recyling centers. The type of facility is indicatd by the Facility Type (FACILITY_T) field. Landfills are represented by Facility Types 1 - 4. Type 2 and 3 are historical facility types that are no longer used for new permits. The following represents the horizontal accuray of this dataset: 53% - based on DRGs (12 meter accuracy) 12% - address matching (10-meter accuracy) 35% - Coordinates reported by Operator (accuracy unknown)
Description: Facilities entering the corrective action program are comprised of the following: Remediation at facilities with industrial and hazardous waste permits which have released hazardous contaminants to the environmental media from RCRA regulated units. This program is implemented via the Compliance Plan section of the IHW Permit or corrective action obligations incorporated into a Post Closure Care Order. Remediation of environmental media which are contaminated by releases from the Solid Waste Management Units (HSWA corrective action). This program is also implemented via the Compliance Plan section of the IHW Permit. Note: In both scenarios discussed in 1. and 2. above, the program also functions in a supportive role to the Waste Permit's Section on the processing of renewal, amendment and/or modification applications associated with all Compliance Plans and Post Closure Care Orders. Closure/Remediation of Interim Status RCRA Units, Industrial Solid Waste Management Units, Wastewater Treatment Units, and Municipal Hazardous Waste Landfills. Remediation of sites which conduct the corrective action programs through the Enforcement Orders (these could include both RCRA and non-RCRA sites). With respect to enforcement related issues, the program also functions in a supportive role to the Enforcement Division and Office of Legal Services. Remediation of sites which conduct corrective action in accordance with the prevailing regulations without an Enforcement Order. Remediation of contaminated sites at Federal Facilities. This program is administered under Department of Defense and State Memorandum of Agreement (DSMOA). Facilities pursuing land revitalization efforts and/or beneficial reuse of their property via the Texas Ready for Reuse (RfR) Program. Description: This layer contains all sites in the State of Texas that have been designated as Superfund cleanup sites; it includes both Federal and State sites. Federal Superfund sites have a Hazard Ranking System (HRS) score of 28.5 or above, and are placed on the U.S. Environmental Protection Agency (US-EPA) National Priorities List (NPL). NPL sites are eligible for cleanup at Federal expense if the responsible parties cannot be identified or no longer exist. Remediation at State Superfund sites must be provided in the following sequence: first, by responsible party funding; second, with the aid of Federal funds; and third, if necessary, with State funds from the Hazardous and Solid Waste Remediation Fee Fund. Sites that were once designated as Superfund sites but have since been removed from the active list are still included in the coverage, but have been given a Status of "deleted". Two NPL sites, State Marine and Hart Creosoting were deleted from the State Superfund Registry but were then listed as Federal NPL sites, therefore they are only shown as Federal Superfund sites to avoid geographical redundancy, since they are still the same physical sites. The Superfund web URL is: (https://www.tceq.texas.gov/remediation/superfund/index.html).

Major Thoroughfares are those streets designed for fast, heavy traffic, and are intended to serve as traffic arteries of considerable length and continuity throughout the community. The location of these streets is based on a grid system covering the area within the City’s jurisdiction, which provides a theoretical spacing of Major Thoroughfares at one mile intervals.1) Principal Thoroughfares are public streets that accumulate traffic from collector streets and other Major Thoroughfares for distribution to the freeway system. They may be a highway and typically provide a high degree of mobility for long distance trips. Principal Thoroughfares generally serve high-volume travel corridors that connect major generators of traffic such as: the central business district, other large employment centers, suburban commercial centers, large industrial centers, major residential communities, and other major activity centers within the urban area.2) Thoroughfares are public streets that accumulate traffic from Collector streets and local streets for distribution through the thoroughfare and freeway system. These streets distribute medium to high volume traffic and provide access to commercial, mixed use and residential areas.Transit Corridor Streets are a rights-of-way or easements that METRO has proposed as a route for a guided rapid transit or fixed guideway transit system and that is included on the City’s MTFP.Collector Streets are public streets that accumulate traffic from local streets for distribution to the Major Thoroughfare streets. A Collector Street may be a Minor Collector or a Major Collector. Collectors Streets are designed to provide a greater balance between mobility and land access within residential, commercial, and industrial areas.1) Major Collectors are public streets that accumulate traffic from local streets and Minor Collectors for distribution to the Major Thoroughfare. A Major Collector street may have commercial, residential or have mixed uses abutting.2) Minor Collectors are public streets that accumulate traffic from local streets for distribution into a Major Thoroughfare or a Major Collector. A Minor Collector typically has residential uses, however it may also serve commercial or mixed uses.Local Street are public streets that provide access to individual single-family residential lots, provide entry and exit to the neighborhood, and provide connectivity to collectors and thoroughfares. In short, all other streets not previously listed are considered local streets that function to provide access from individual properties to the thoroughfare network.
